Its not clear to me which computer you did a reinstall on, but until you solve

You'll probably never get cups working.  Since you said the reverse
path could ping, then it sounds like a firewall along the way.

So you need to start eliminating pieces of the puzzle - How about
attaching the two computers to the same switch?  Lets rule out the
switch. You say there are other computers on the network.  Can they
all ping each other? Use the printer?  That would rule out
cups/switches as the problem.

To be clear, you're calling them routers, but you're actually using
them as switches?  That is, everyone is on the same subnet?
