That would be plain French, not English. ;-)  English page:

Even that page I'm not entirely sure is *plain* English, so my 
paraphrasing/summarizing of WPA-PSK is that it's a method for encrypting 
wireless traffic (so as to prevent eavesdropping) that is far more 
secure than the previously used WEP standard.
