    I think a lot part of what you want is very possible. Let's guess
you are working
    with Gnome:

   a) About the startup applications in Gnome, you just have to add
your programs from:
       System -> Preferences -> Sessions

      There is an application included in Ubuntu repositories called
"Devils Pie". It helps
      you to open your programs at the specific workspace you want.

   b)  This topic is a little more complex, but here i found i nice
