I think you are talking about XULRunner. And yes, many people are
disappointed that Mozilla is not pushing this to be a common runtime
for XUL based applications. I would agree with the Mozilla perspective
that creating a common runtime is not a trivial task and would divert
resources from a still very competitive browser market. I would also
agree that the browser is more important than a common runtime as we
are seeing a significant trend away from desktop applications toward
web applications.
But this is a bit of a digression. WebRunner is a more than XULRunner
(although based on it) and aims to provide a browser for web
applications that don't need all of the UI features that come with a
full-blown browser. More info here:
