I think there must be something wrong with your install. I have never 
used Synaptic, but have always (successfully) used apt-get on every 
debian-based system I run/adminster, which includes my kubuntu 6.06 
desktop, my kubuntu 7.04 laptop (home), my wife's 7.04 laptop, my sidux 
laptop (work) and my debian testing office desktop machine.
