I would think that they would have to to keep the content producers 
happy.  This is very much like what Windows Vista does with HD content, 
if you try playing it through a "nonsecure" output (ie - essentially 
something analog) then it is played back at reduced quality (typically 
SDTV res), and the reason for that is to keep the content producers 
happy so that they will "bless" Vista as a licenced HD platform.
