Definitely don't remove hal.

Which distribution and version you are running is likely relevant?

My limited understanding is that HAL is an integral part of Linux.

Are those mount points harming anything? I can't like of any reason to
be concerned. I would tend to just ignore them. Removing those folders
should also be fine.
