As far as I know, nothing. it is stalled "somewhere". I suspect this
is due to the change in government.

The best way to track its progress is by asking photographers who owns
by default the copyright of their photos. They are one of the major
lobbying groups behind C-60.
now, answering your question, _MY_ opinion is that it will not affect
to make "your collection available to your friend" in a physical
manner. See 1.1.d below

(1.1) Subject to subsection (2.1), a performer has a copyright in the
performerÕs performance, consisting of the sole right to do the
following acts in relation to the performerÕs performance or any
substantial part of it:
(a) if it is not fixed,
(i) to communicate it to the public by telecommunication,
(ii) to perform it in public, if it is communicated to the public by telecommunication otherwise than by communication signal, and
(iii) to fix it in any material form,
(b) if it is fixed in a sound recording, to reproduce that fixation,
(c) to rent out a sound recording of it,
(d) to sell or otherwise transfer ownership for the first time of
every fixation of it in a sound recording that is in tangible form,
and
(e) to make a sound recording of it available to the public in a way
that allows members of the public to access it through
telecommunication from a place and at a time individually chosen by
them, and to authorize any such acts.
