[Discuss] Adept error: error committing; Errors were encountered while processing: cupsys

Whenever I try to do anything (install, update or remove) anything with adept (or synaptic), I get an error message:

There was a problem committing changes. Possibly there was a problem downloading some packages or the commit would break packages.

If I am displaying details, this message comes up at the following point:

Setting up cupsys (1.3.2-1ubuntu7.1) ...
Reloading AppArmor profiles : done.
 * Starting Common Unix Printing System: cupsd                                                                                                                    /usr/sbin/cupsd: error while loading shared libraries: /lib/libc.so.6: cannot apply additional memory protection after relocation: Permission denied
invoke-rc.d: initscript cupsys, action "start" failed.
dpkg: error processing cupsys (--configure):
 subprocess post-installation script returned error exit status 127

At the end, the following appears:

Processing triggers for libc6 ...
ldconfig deferred processing now taking place
Errors were encountered while processing:
 cupsys


I have tried "googling" for this, and have searched some of the forums, such as Ubuntu, Linux and Debian.  I see others reporting similar problems, but I have not found any answers posted.

The packages DO seem to be installed.  However, why is this happening, and what can I do to fix it?
