Okay this falls under the category of "duh!".  I tried googling for 
Thunderbird command line switches and got through the Mozilla docs which 
weren't at all helpful.  So as a last resort I tried the following command:

thunderbird -offline

And of course this started TB in offline mode.  /me smacks head due to 
the fact I'm an ID10T.
