Alan,

Hmm... where do you live... that sounds pretty bad to me....

If these are just minor sags in voltage, they may not have done
significant damage, though you might want to check with an electronic
guru,. If you have had major surges, then there is a good chance the
components are marginal and that may be part of the problem. Even if it
is not, if they are compromised, then when you do get a good surge, you
may  just have a disaster.... as in it passes the surge, not  diverts
it....
