These fortran 77 (and C via the clapack variant) packages have always been
free (as in speech) with an extremely simple license. See the section
entitled "Are there legal restrictions on the use of LAPACK software?" in
http://www.netlib.org/lapack/faq.html.

A GPLed library filled with numerical goodies (including linear algebra) is

It is written in C.
