Corey, thanks for the reply; it was quite helpful.
I'm not afraid of Victoria, and I am loosely aware of Portland's safe
reputation. I was there last year and walked around in the early am,
but that was within 5 blocks of my hotel / the convention center, and
not the bus station in another part of town. I have heard of bus
stations having reputations for un-safety though. I'll look further
into the train angle, though I would still have to take a bus to
connect with it in the first place.
