Two quick comments, from someone who has done OSCON before

1. Take the train not the bus. It is much more pleasant trip, in the
same amount of time.
2. Portland is one of the safest cities in the US. It feels almost
Canadian. Unless you are afraid of walking in downtown Victoria, you
shouldn't be worried about Portland.
